  • 1 head cabbage
  • 2 pounds ground beef
  • 1 small onion chopped small
  • 0.666 cup uncooked rice
  • 1 teaspoon chili powder
  • 1 teaspoon garlic powder
  • 1 teaspoon kosher salt
  • 0.25 teaspoon black pepper freshly ground
  • 24 ounces crushed tomatoes
  • 15 ounces tomato sauce
  • 2 tablespoons white wine vinegar
  • 0.33 cup light brown sugar

Preparation Steps
  1. Preheat the oven to 350°F. Spread the cabbage across the bottom of a 9x13 inch dish. In a large skillet, over medium heat, cook the ground beef along with the chopped onion until browned.
  2. Drain any grease from the skillet. Add the rice, chili powder, garlic powder, salt, and pepper to the beef mixture. Stir in the crushed tomatoes. Spread the meat mixture over the cabbage in the baking dish.
  3. Mix the tomato sauce, brown sugar, and white wine vinegar together and pour over the casserole. Cover with aluminum foil and bake for 90 minutes. Remove the foil and let rest for 5-10 minutes before serving.
