- Preheat oven to 350°F. Spread cabbage slices across the bottom of a 9x13 inch baking dish. In a skillet over medium heat, cook ground beef with chopped onion until browned. Drain excess fat.
- Add uncooked rice, chili powder, garlic powder, salt, and black pepper to the skillet with meat. Stir in crushed tomatoes and mix well. Spread the meat mixture evenly over the cabbage in the baking dish.
- In a separate bowl, combine tomato sauce, brown sugar, and white wine vinegar. Pour this sauce evenly over the casserole. Cover with foil.
- Bake for 90 minutes. Remove foil and let rest for 5-10 minutes before serving. Enjoy!
